John Xie

Director

Dr. John Yuanlin Xie (谢苑林博士), Ph.D. of U.C. Berkeley, serves as 2012 CIE-SF chairman of the board. He is also the vice President, National Council, Chinese Institute of Engineers USA.  He started working with CIE since 1999.  He has been president of CIE-SF in 2011, VP in 2010 and conference chairman of 2008 CIE-SF annual conference.   He also served as EPMC group chair, hosted CIE short courses and lectures, and served as Young CIE mentor.

John is the Director, Packaging Technology Research and Development, Altera Corporation.  He has been with Altera for 13 years.  He leads Packaging Technology Research and Development team at Altera.  His responsibilities include interconnect and packaging technology research and development, new product development and introduction, 2.5D/3DIC integration design and manufacturing enablement, strategic supply chain development and strategic customer engagement.  Prior Altera, he was a technology development manager at Prolinx Labs Corporation.

Dr. Xie has 25 published patents; and over 40 academic and technical publications.

Tien-Chun Yang

Dr. Tien-Chun Yang (楊天駿博士) is a member of the Board of Directors and is currently the President of CIE-SF chapter.  Dr. Yang served as the President of Chinese Institute of Engineers at Stanford (史丹佛大學中工會會長) in 1995-1997. He served as the chair of EECS group of CIE-SF chapter in 2012-2013.
                                       
Dr. Yang received his Bachelor degree from Electrical Engineering, National Taiwan University. He received his Master and Ph.D. degree from Electrical Engineering, Stanford University.  Before joining Stanford, Dr. Yang worked in the Institute of Information Science, Academia Sinica (中央研究院資訊研究所), Taiwan.

Dr. Yang is an expert of semiconductor devices, process technology, and circuit design.  He has worked on non-Volatile memory (Flash, MRAM, RRAM) technology and circuit design for 20 years, and has over 15 years extensive experiences in analog and mixed signal design. Dr. Yang is currently with TSMC at North America.

Dr. Yang is an IEEE Senior Member. He has authored or co-authored more than 20 international journal and technical conference papers, and is the co-author of one technical book chapter.  Dr. Yang has more than 50 U.S. granted patents in the area of semiconductor non-volatile memory technology, design and mixed/analog circuit designs.

Tony Liu

Director

Dr. Tony Liu (劉天佑博士) is the 2013 President of CIE/USA-SF and is one of the CIE/USA-SF board members.  Dr. Liu has been serving CIE since 2003 when he started his activities with CIE as a short course instructor.  He was the CIE-SF EECS Group Chair from 2005 - 2007, and he was one of the co-chairs of 2010 CIE-SF Annual Conference.  Before his service as Vice President, Dr. Liu was the Secretary of CIE-SF in 2011.

Dr. Liu is an industry veteran in Silicon Valley working on various broadband wireless access technologies like WLAN, LTE and WiMAX.  Dr. Tony Liu received his Ph.D. in Electrical Engineering from the University of Southern California (USC), and his M.S. in Communication Engineering from National Chiao Tung University (NCTU).  He has published many technical papers in the IEEE journal and international conferences, and he has taught many short courses at CIE/USA-SF and San Jose State University.

Larry Wang 

Director

Dr. Nanlei Larry Wang (王南雷博士), PhD. of U.C. Berkeley. He had served as CIE-SF officer for 4 years till retirement as Chairman of Board in 2011; he is still a board member and serves as transitional treasurer this year.  He is also a representative to National Council of CIE.  He was a speaker on RFID in METS in Taipei; and served as executive secretary of SATEC 2012 in Beijing.
Dr. Wang spent 20+ years in the wireless industry.  He was a DARPA MIMIC team leader on the III-V technology, followed by cellular phone design.  He co-founded EiC Corp. with high reliability RF components and sub-systems; EiC was acquired by WJ Communications.  He served as Director of Hardware Design and Integration at Palm launching several smartphones.  He did independent consultation and now is the COO of youngQi, a health care management startup.

Jonathan Chiang 

President

Jonathan Chiang (姜至真) is the CIE/USA-SF secretary, board member, and the EECS technical group chair. He served as the CIE/USA-SF treasurer in 2019 and founded the CIE Coding Study Group. Devoted to promote the connections among the Bay Area engineering and science community, Jonathan has organized many technical seminars, lectures, and study group sessions.

Jonathan is in the IC design semiconductor industry, managing next-generation broadband projects. His professional background spans across communication, computer vision, robotics, and computer-aided surgery. Jonathan received his M.S. in computer science from Johns Hopkins University and M.S. and B.S. in engineering from National Taiwan University. Aside from his profession, Jonathan actively volunteers in various charity activities such as wildfire relief and homeless outreach. Since 2015, he has hosted over 100 radio episodes broadcasted in both Silicon Valley and Taiwan.

Libo Weng 

Vice President

 

Dr. Libo Weng (翁立波博士), Ph.D. of Kent State University, is a member of the Board of Directors and serves as the Treasurer and Chair of the Electronics Design Technology group. He also serves on marketing in CIE-SF and public relation in National Council, Chinese Institute of Engineers USA. He started working with CIE as a volunteer in 2016.
Dr. Weng is currently a Staff Product Characterization Engineer at OmniVision Technologies, where his work is focused on the development of micro display products for VR/AR and telecom markets. Dr. Weng received his B.S degree in Applied Physics from Central South University and earned his Ph.D. degree in Chemical Physics from Kent State University, where he conducted research into the design, simulation and characterization of Liquid Crystal Material and Display.
Dr. Weng has published 11 technical papers in international peer-reviewed journals and conference proceedings, with over 60 citations.

William Kao

Director

Dr. William Kao (高耀京博士)received his BSEE, MSEE and PhD from the University of Illinois Urbana-Champaign. He workedin the Semiconductor and Electronic Design Automation industries for 30 yearsholding senior and executive  engineering management positions at Texas Instruments, Xerox Corporation, andCadence DesignSystems.   Dr. Kao currently teaches Renewable Energy, Clean Technology and Business Sustainability courses at UC Santa Cruz Silicon Valley Extension, in San Jose.  Dr. Kao is the founder and President of CARES (Chinese American Renewable Energy Society), now The Clean Technology Group of the Chinese Institute of Engineers (CIE) USA-SF, where he is currently a Board Member.

Dr. Kao currently serves as an advisor and consultant for several local Clean Tech firms, and is a Clean Technology consultant for the China Government, the Taiwan Ministry of Science and Technology, and the Malaysian Government Ministry of Education.  From 2009-2014 Dr. Kao has authored and presented more than  40 talks, seminars, and short courses on the subjects of Clean Technology, Renewable Energy, Business Sustainability, and new Emerging Technologies such as Big Data, Internet of Things and 3D Printing.

Frederick Hsia  夏祖焯教授

Prof.Frederick Hsia,Ph.D.,P.E.,G.E.

Prof. Hsia (夏祖焯教授) has been a Bridge Design Engineer, a Project Geotechnical Engineer and a Special Emphasis Program Manager. He is a Registered Professional Engineer and a Registered Geotechnical Engineer. Currently he teaches at National Cheng Kung University and National Tsing Hua University. He is the only professor in literature with degrees in engineering in Taiwan. His first novel “Summer Hunt” won the 1994 National Literature and Art Award 國家文藝獎in Taiwan. He was awarded the “Technology and Humanity Award” in 2006 by the Chinese Institute of Engineers/USA. At CIE/USA, he has been the Chairman for the Civil Engineering Group. He is also a Board Member of the Taipei Chien-Kuo High School (台北建國中學董事及台北建中校友會常務理事).

David Fong

Director

David Y. Fong, Ph.D.(方玉山博士) is SVP of CITS Group, Inc., a consulting company focused on technology and professional talent exchange between the US and China.

Dr. Fong graduated from the EE Department, National Taiwan University and obtained his Master’s and Ph.D. degrees from University of Cincinnati, Ohio, both in Electrical and Computer Engineering. He taught at Clarkson University, New York, after receiving his Ph.D. degree,. Afterwards he went into the high-tech industry, working in Lockheed, and doing research in the automatic recognition of aerial photographs. In the early 1990’s, Dr. Fong joined Photon Dynamics, a start-up company, leading a technical team in completing the prototype of a capital equipment for the testing of LCD flat panel displays. Subsequently, he worked on developing semiconductor test equipment in KLA-Tencor.

In the late 1990’s he assumed the position of Vice President of e-Commerce Technology, Inc.,. Early 2002, Dr. Fong started Forte Connections, providing customers with enterprise information website, e-commerce, software and customized total solutions. He co-founded CITS Group in 2006.

Dr. Fong was President of CIE/USA-SF in 2000, Chairman of the Board in 2001, and again assumed the President’s position in 2003 and Chairman in 2004. In 2005, he was elected the Chair of Modern Engineering and Technology Seminar (METS). In 2006 he led an initiative to co-sponsor the first Hong Kong Technology and Engineering Development (HKTED) Conferencewith the Hong Kong Government. In 2012, he was elected Chair of Sino-American Technology and Engineering Conference (SATEC). Dr. Fong is also interested in the performing arts. He conducts the Ching Ching Chorus from 1990 to 2010, and the Taiwan University Alumni Chorus since 2005.

Chi-Min Chu

Director

Dr. Chi-Min Chu (朱啟民博士) received his BSEE degree from National Taiwan University and MSEE degree and PhD degree from the EECS department of University of California at Berkeley. He is currently a corporate application engineer at Synopsys, specializing in place and route products.

Dr. Chu has been working in the Electonics Design Automation (EDA) industry for over 15 years. He has published numerous technical papers and holds one US patent. His research interests include innovative design flow development, datapath implementation, and correlation improvement between signoff and implementation tools.

Dr. Chu has been served as CIE/USA-SF BOD since 2009. He was the Annual Conference Chair in 2013 and the President since 2014.

Su-Syin Chou

Director

Su-Syin Chou (周蘇心) has worked for over 25 years in both the Private Sector and for the City Government that includes Department of Public of Works, the Airport, Redevelopment Agency, and Public Utility Commission in San Francisco (SF). She received a Master Degree in Civil Engineering from the University of Florida. Her undergraduate study concentrated on hydraulic engineering. In addition to possessing a Structural Engineer license in the State of Utah, her Professional Engineer registration is with three states, including the State of California. She is a registered Disaster Service Worker for the California Office of Emergency Services and a certified Inspector by the Federal Highway Administration. She received most recent SWPPP and CalOSHA trainings.

In March 2011, she joined SFPUC to work on Infrastructure Procedures; and now on the $220 million Bay Tunnel Construction under Construction Management Bureau. She worked for the San Francisco Redevelopment Agency (SFRA) as Chief Engineer being responsible for all engineering and construction related work for an annual budget of $120 million for 10-years until SFRA closed statewide.  Prior to that, she was a Project Manager with the SF International Airport for over five years and managed over $60 million worth of projects/programs. Not only can she oversee projects, but also has the technical know-how to understand the proceedings that occur below management.

Raymond Chen

Director

Raymond Y. Chen (陈宇哲) is the Chairman of the Board of CIE-SF. He also served as the 2019-2021 President and a board member of CIE-SF since 2015. He has played major roles in defining the themes and programs of annual CIE conferences, promoting CIE’s core values through new sponsorships, and expanding the network of CIE friends. Prior to CIE, Raymond spent over 20 years in research and product development in the Electronic Design Automation (EDA) software industry. As the co-founder and Senior Vice President of Sigrity, Inc., he not only led many aspects of product architecture, engineering process, customer application and support, operation and IT with a worldwide team, but also marketed and sold innovative technologies and tools to customers in leading-edge semiconductor, computer, communication, networking, and consumer electronics companies. After Sigrity’s acquisition by Cadence, he enjoys spending time with his family, doing volunteer work, investing, and coaching start-ups.

Jessica Tseng

Miss Chi Ting (Jessica) Tseng (曾琪婷) joined the volunteer of CIE-SF from 2016.  Currently, she supports content marketing of CIE-SF website, email broadcast, and event logistics.  Also, she is the volunteer of CASPA for the event management.Miss Tseng graduated from Feng Chia University in Taiwan, majored in Supply Chain and Transportation development.  She has the experiences of RMA/QA, hardware and software analysis in IPTV, cloud TV, data analysis. Current she works in the automation equipment company that provide the final test solution for semiconductor industries.

Yingbin Wang

Mr. Yingbin Wang (王英斌) has been working in IT industry for more than 30 years.  He is a veteran in software life cycle including development, QA and sustaining.  He also had worked on hardware design and manufacture in early years. Except working as CIE webmaster, he is active in CIE meetup and social media co-ordination.  He plays online marketing director role in SVCWireless. And he is also an active member in Toastmaster International.

He got his bachelor degree from Department of Computer science and technology, Tsinghua University. He received his Master from Institute of computing technology, Chinese Academy of Sciences.

Andrew Fang

Director

Mr. Tzeyuan (Andrew) Fang (方自遠) is currently a member of the Board of Directors and the Secretary of CIE-USA/SF. He is also working on the Bio medical technical group and hold couple Chinese medicine short course series.Mr. Fang received MS computer Engineer from University of Southern California and BS ME from National Taiwan University. He worked in semiconductor for about 20 years. Mr. Fang worked as a design engineer for IDTI then focus on design verification formal proof and SOC hardware and software integration for Atheros, Qualcomm  and Altera which acquired by Intel last year. Except engineering life, Andrew also enjoy in volunteering works and serve as board member of NTUAA.

Richard Yau

Director

Richad Yau (姚大凱) is a registered civil engineer in the State of California with over 40 years of experience in public works.  During his 30-year tenure at City Hall, he had participated directly in the transformation of city of San Jose from an agricultural city to the home of Silicon Valley.  City of San Jose is now the 10th largest city of USA. With background in civil engineering and architecture, he has managed many key projects, such as Bridge projects, San Jose Sewer Interceptor projects, San Jose Downtown Redevelopment projects (San Jose Convention Center & San Jose Arena infrastructure projects), San Jose Airport Expansion projects, South Bay Water Recycling Program projects, and many high tech concentrated North Valley improvement projects.  
Richard has been a member of CIE, a non-profit organization for promoting and assisting growth of the Asian American engineering community.  He serves as member of the board and was the president of CIE 2012-2013. He served as an advisor 2013-2016.
Richard assisted as well as facilitated a number of advanced studies for professional engineers, architects, planners, and government officials from Taiwan and China since 1983.   He has also attended many seminars and forums, at time as a speaker, on Engineering and Development in the aforementioned areas.
He firmly believes in bringing people together to resolve any difficulties in order to achieve greater common goal.

Brian Pan (潘濟群) is a member of the Board of Directors and the Chair of EECS group in 2016.
Prior to Chair of EECS group, he served as an officer of EMPC group of CIE-SF.
Mr. Pan has over 17 years of experiences in RF and mixed signal ATE testing field.
He has worked on RF chip, GPS, Bluetooth, wireless SOC product and RF system circuit design.
He is currently working in data storage semiconductor industry.

Yanshu Li

Treasurer

 

Dr. Yanshu Li (李燕書博士) received his BS, MS, and PhD from the State University of New York at Buffalo. He has led several break-through projects including world's highest conversion efficiency single-junction and dual-junction solar cells, and the first Moore quality solution for metal mesh touch screens. He enjoys taking on challenges in complex problems and he is passionate about driving new technologies in AI in hardware/software. Yanshu Li has joined CIE-SF since 2015 and is currently the Chair of Electronic Design Technology Group.

Jasopin Lee

Director

Jasopin Lee (黎兆平) has participated CIE-SF for years. He currently services as Communication Chair at CIE-SF. He has special interest on vehicle technologies such as EV, autonomous driving and AI technologies and helped setup CIE LiDAR seminar. He used to be the Director and CFO of CASPA.Jasopin received his BS from National Cheng Kung University and MS ECE from UC Santa Barbara. He worked at intel, LSI Logic, National Semi, Arcadia Design, Chartered Semi, Qualcomm and currently serves as a Chiplet Program Manager at AMD. He has more than 30 years of experience in high performance server and mobile processor, IC design, circuit, ASIC design and semiconductor technology. He built and led different design teams to develop Server processor, ARM processor, cache SRAM and IP like USB.  He has special interest on autonomous driving, LiDAR, AI technology and smart home sensor.

Christie Wang

Director

Christie Wang (王嵐)is a serial entrepreneur and investor in the medical field, particularly innovative medtech. Christie is leading a medtech start-up, Vista Robotics, launching an orthopaedics surgical robot and total surgical solution resolving clinical problems for spine and neural surgeons. She is also the venture partner at a healthcare VC firm. Prior, Christie co-founded and invested in SpineEX, which developed innovative spinal interbody implants and is currently in full commercialization in US. Prior, Christie was CEO of Jiangsu International Industrial Research and Investment Group (USA), a cross-border venture firm and industrial platform supported by Jiangsu Province, PRC and was empowering IOT and medtech products and companies in their Asia entry endeavors. Before that, she worked for Hewlett Packard Legal/Corporate Department in corporate governance and intellectual property.

Christie holds a Juris Doctor (J.D.) from Northwestern University School of Law, studied at Kellogg Business School, and completed the Northwestern Medical Innovation Program. She was appointed Library Commissioner by City of Cupertino. She served as mentor for Stanford University Technology Innovation. Christie was awarded the Most Outstanding Overseas Youth Chinese by the State Council of PRC in 2015 and met with Chinese President Xi Jinping in Seattle.

Wilson Yen

Director

 

Wilson Yen (顏育翔)was born and raised in Taiwan. He received his electrical engineering Bachelor degree from the National Taiwan University, and his engineering Master degree from the University of California at Los Angeles (UCLA). Because he is interested in leading engineering projects and running business, Wilson also accomplished his Master degree of business management along with the PhD in engineering from the University of Florida.

He started his career from the R&D role and then moved into the product development role responsible for leading the projects and supporting the sales and marketing teams in various famous international companies such as Texas Instrument, Bosch and TE connectivity. He also involved the manufacturing operation and gained great experience of the new product initiatives (NPI) process in Apple Inc. for Apple Watch product and secret project development. After accumulating deep and broad experience of engineering, operations and supply chain in his early career, Wilson decided to pursue his best interest role of product management responsible for managing and growing the business revenue, engaging and supporting customers to increase the market share and developing the market strategy to ensure the business win.

Xia Zhang

Special Director

Dr Xia Zhang (張霞博士) received her PhD in Microelectronics from Chalmers University of Technology in Sweden.After procuring her PhD, she served as an Assistant Professor at the Institute of Microelectronics - Chinese Academy of Sciences for three years. She joined the National Center for Advanced Packaging, China in January 2012 where she is currently operating as a Field Applications Engineer in San Jose, CA. Her responsibilities include forging collaborative partnerships with fabless design houses specializing in 2.5-D package designs and providing technical support for customers’ 2.5D chip-stacked package designs.
She has published more than 10 journal and conference articles and one international patent.
Currently, she is serving as EPMC group chair and is also a member of the IEEE CPMT chapter committee.

Simon Ma

Director

Mr. Simon Ma (馬思平) has been a volunteer of CIE-SF for more than 10 years. He used to be the chair of EECS Group of CIE-SF. He is currently a member of the Board of Directors and the Treasure of CIE-SF.

Mr. Ma is the Director of RF technology in Imagination Technology. He worked in communication industry for more than 20 years. Mr. Ma worked for ITRI, TSMC and several startup companies in Silicon Valley. For these companies, he built and led different Analog/RF IC design teams to develop RF chips like Bluetooth, WiFi, and UWB. Some of these teams are multi-site and crossed Pacific Ocean. He is a pioneer to run multi-site HW RD team with internet tools. He is a former technical chair and secretary of IEEE Communications Society SCV chapter, a former board director of NATEA, a current BOD member of CASPA.
