of the rapid change of the job market and the economic downturn, CIE-SF is holding
a Career Development Seminar under the theme "The new career perspective and
job market skill in the 21st century after the internet revolution" on June 5th 2010

As the corporation life span of S&P 500 is shortened to about 10 years, job change
becomes a sure thing. New career perspective is needed with different mindset in
the 21st century. Job market skill, besides the basic engineering skill, is an important
integral part of the "Career Skill". Career development is about recognizing and
utilizing the skills you already acquired throughout your life.
In view of the new challenges, CIE-SF starts with this event as the first of its series
to exploring your careers, skills, futures and ultimately empower yourselves. The
event starts with a discussion on the "career risk management": Is working in large
corporation more secure? What should be expected when employer enters into merge
and acquisition? How can one leverage the rapid growth in Asia Pacific? The panel
is led by Dr. Gerry Liu, VP of Marketing of Pericom and a panel of broad
international work experience. Questions from audience are welcomed to
collectively seek the path!
It is followed by discussions among career coaches, HR managers, recruiters, new
college graduates, and several high tech industry veterans to share information about
job search, interview skill, resume writing, risk management, importance of

The Chinese Institute of Engineers (CIE/USA) San Francisco Bay Area Chapter is now accepting applications for the Scholastic
and Special Achievement Award. The names of the winners will be announced and awards will be presented at the CIE/SF
Annual Conference on February 20, 2010.
Following a long-standing tradition of pursuing excellence, CIE/SF has established this award program to encourage and
recognize the outstanding scholastic and special achievements of the children of its members. Selection criteria will be
based on a balanced achievement of applicants' outstanding academic accomplishments, participation in extracurricular
activities and involvement in community service. Each award winner will receive a Certificate
of Merit and a check of two hundred dollars and shall attend the CIE/SF Annual Conference in 2010.
All applicants must meet the following qualifications:
A CIE/SF member's children
Currently a Junior or Senior (11th or 12th grade) in high school
Has never received the award from the CIE/SF Chapter before
All applicants must submit the following documents in soft copies
A passport type personal photo (to be published in the CIE publications)
A high school Transcript
A personal essay (no more than 300 words) which includes information such as:
honor and awards received, offices of student organizations held, extracurricular activities, community service involved,
volunteer work experience, etc.
CHINESE INSTITUTE OF ENGINEERS/USA (CIE/USA)-San Francisco Chapter
The CIE/USA-San Francisco Chapter is accepting nominations for the Distinguished Achievements Award in Technology and
Humanity for 2010. The award will be presented at its annual conference banquet to honor a distinguished engineer who
not only has proven achievements in the engineering profession but also has made exemplary contributions to humanity
and his or her community. It will include a plaque and a citation in recognition of the recipient's accomplishments.
I. SELECTION CRITERIA
The Board of Directors of the CIE/USA-San Francisco Chapter is charged with the responsibility for selecting the recipient
based on the following evaluation criteria and weighting factors:
Basic requirements:
Must be a resident of USA.
Must be a practicing engineer or engineering educator.
Must be committed to physically attending the reception of the award at the local chapter's annual award banquet.
Education
List all degrees and dates earned, the names and locations of the institutions from which degrees were earned.
Professional Achievements (up to 40%):
(1) The current or last professional employment including position, the name and location of the company or institution;
Responsibilities, e.g. staff supervisions, handling of annual budget; Accountability, e.g. job functions and the
challenges;
(2) All previous employment with names and locations, and the candidate's position and principal responsibilities in
each of the previous employment;
(3) List technical publications, keynote speeches, patents and honor awards in a reverse chronological order of dates.
Contributions to humanity and impact (up to 60%)
List candidate's contributions and services in humanity as an individual, or to organizations, including the offices
held and committee assigned with dates. Attach statements of significance of all contributions and services rendered
to the communities or countries resulting from the candidate's endeavor.
General Guidelines
All candidacy information and evaluation shall be kept strictly confidential among CIE-USA/SF BOD. Candidate
who has passed the initial review shall expect to be contacted to submit further references, support documents,
and may be interviewed either by phone or fact-to-face.

CIE-SF held its 2009 Short Course Program on 9/26/2009 and 10/3/2009 at San Jose State University (SJSU). Four courses
in the fields of 4G LTE, RF Systems and Circuits, Image Processing with FPGA, and OpenSparc were taught by Dr. Tony Liu,
Mr. Simon Ma, Mr. Jose Alvarez, and Dr. Jhy-Chun Wang, respectively. Hundreds of industry professionals and students
attended these courses. Thanks for MediaTek's sponsorship that CIE-SF made the short courses free to all attendees this year.
In an unprecedented move, the respective boards of the
Chinese-American Renewable Energy Society (CARES) and the
Chinese Institute of Engineers, USA, San Francisco Bay Area Chapter (CIE/USA-SF) have decided to initiate the
merging process of the two associations. CARES is to become the Renewable Energy Group of CIE/USA-SF. A ceremony
of the signing of the memorandum of understanding, by the President of CARES Dr. Bill Kao and the President of
CIE/USA-SF Dr. Larry Wang, took place on September 1st, 2009 in Cupertino, California.
This is the first time two Bay Area Chinese-American science and technology associations integrate into one. This
integration sets an example for the many associations in the area. Due to the large number of Chinese-American
technology associations, many of them having the same mission and goals, the limited resources get divided, and
it is very difficult for any one association to put together an in-depth activity. CIE has recognized this issue
thoroughly, and put in tremendous effort in joining other associations in planning and holding large-scale
seminars and activities, with outstanding results.
This past June, under the leadership of CIE, five of the large science and technology associations (CIE, CASPA,
NATEA, CBA, CARES) collaborated with TECO Science and Technology Division in holding two seminars "Job
Opportunities for Green Technology" and "Biomedical Engineering Forum" in the TechMart of Santa Clara.
This move established the foundation for the cooperation among the associations and foretells the new
vision of future collaboration among the associations.
It is under this scenario that CIE and CARES recognized the importance of resource integration. With
this in mind the two organizations decided to merge in order to provide better services to the community.
As a result, CIE will have a new force in addition to the existing groups of EE and Computer Science,
Communications, Civil Engineering, Electronics Manufacturing and Packaging, Electronics Design Automation,
and Biotechnology. With this augmented organization, CIE will continue to provide high quality service
to the Bay Area Chinese-American technologists.
As noted by Dr. Bill Kao, current president of CARES: "We are pleased to merge with the most senior
science and technology association in the Bay Area. In doing this we will have more financial and human
resources available to provide continuous service to our friends in the energy technology area." President
of CIE/USA-SF Dr. Larry Wang also welcomes the joining of CARES in CIE and hopes to share the joy of
knowledge and truth seeking with our allied association members in the Family of CIE.
Chinese Institute of Engineers USA (CIE/USA) Recognizes
Science and Technology Visionaries
2008 Nobel Prize winner in Chemistry and President of Bell Labs among 15 Honorees
SAN JOSE, Calif., Feb. 6, 2009 - The Chinese Institute of Engineers USA (CIE/USA), a leading engineering
society in North America, announced today in celebration of the National Engineers Week (E-Week), CIE will recognize visionaries
from the worlds of science and technology with its 2009 Asian American Engineer of the Year award (AAEOY). CIE is honoring these
prominent Asian American scientists and engineers for outstanding contributions to their industries, entrepreneurial spirit and
leadership acumen.
An annual tradition started in 2003; CIE will present two special awards in 2009: Dr. Roger Tsien,
the 2008 Nobel Prize winner in Chemistry and a professor at the University of California, San Diego will receive the
Distinguished Science and Technology Award, and Dr. Jeong Kim, president of Alcatel-Lucent Bell Labs will be awarded
with the Distinguished Lifetime Achievement Award. The Royal Swedish Academy of Science acknowledged Dr. Tsien with
a Nobel Prize for his groundbreaking work leading to the development of multiple colorful markers beyond GFP, enabling
the simultaneous monitoring of multiple signals and interactions inside cells. In addition, Dr. Tsien has been a pioneer
in molecular engineering-building molecules to solve complex biological problems, such as the imaging signal transduction
of cells in real time.
Dr. Kim, who is a former U.S. Navy nuclear submarine officer and a professor of engineering,
manages Bell Lab's teams which design innovative solutions and services for the communications sector.

CIE - USA has selected 110 Asian-American engineers as recipients of the annual AAEOY award. Founded in 1979, the San
Francisco Bay Area chapter currently has more than 1,500 members.
The AAEOY award event will be held Sat., Feb. 21, 2009 at the Doubletree Hotel in San Jose, Calif.. The event will feature
workshops, a cocktail reception, dinner and the awards presentation.
