Speaker Bio: 
Dr. Chien is current the founder & CEO of Yingtech Bioscience Consulting Company in Alamo, California. He is also Senior Consultant for Novartis Vaccine & Diagnostics, Inc. in Emeryville, CA and Senior Advisor for ITRI Biomedical Technology and Device Research Labs (BDL) at Hsinchu, Taiwan. Dr. Chien is current one of the Board of Trustees of Menlo College in Atherton, CA. Before his retirement from Novartis in 2008, Dr. Chien was Senior Director of Research at Chiron Corporation and Novartis Vaccine & Diagnostic, Inc. for more than 25 years. 

He was born in China and educated in Taiwan. He obtained a BS degree in Physics from the National Taiwan Normal University in 1970, a MA in Biophysics & Nuclear Medicine from State University of New York at Buffalo in 1973, and a PhD in Biophysics from University of California at Berkeley in 1978. Dr. Chien did his post-doctorate training in the Department of Laboratory Medicine of UCSF, after which he pursued his career in industrial research and development. He had held several technical positions at various companies including Baxter Corporation, Bio-Rad Laboratories, and Terumo Corporation before he joined Chiron in 1983. He was first hired as a Principal Scientist in Chiron's Diagnostic Group. Since then he and his group had developed all US & Ex-US blood screening products along with Abbott, Ortho and Gene-Probe for HIV, HBV, WNV and HCV blood screening related products. His work in HCV diagnostic research & HBV vaccine development had credited by peer reviewed colleagues for preventing more than five million blood transfusion recipients to acquire hepatitis through blood transfusion. 

Dr. Chien has more than 30 granted US/WO/PCT patents and has 50 plus publications in peer review journals. Besides a career in science and research and development, Dr. Chien & his wife, Chia-Chia Chien, have also volunteered a lot of their time to better serve the Chinese-American community in the San Francisco Bay Area. Together, they formed a non-profit organization, Culture to Culture Foundation, whose mission is to increase mental health awareness and education in the Asian American community by providing seminars and scholarship programs for bi-lingual & bi-culture graduate students in mental health related fields in Cal &CSU universities.

Talk Title: "Green Power Market and Renewable energy Portfolio Standard (RPS)" by Shu-Fen Chiang

Talk Abstract: 
'Green Power' generally refers to electricity supplied in whole or in part from renewable energy sources. Green power marketing (retail or wholesale) / green pricing is an optional utility service that allows electricity customers who are willing to pay a premium for the environmental benefits of renewable energy to purchase green power instead of conventional power." 

Through recent significant changes in U.S. law as well as the introduction of several new bills, the U.S. Congress and Presidential administrations have attempted to switch the nation's energy policy to more green power. The most significant and effective policy besides renewable energy tax credit is the renewable energy portfolio standard (RPS). More than 20 states have been providing a series of incentives to stimulate a growing green power industry. 
In California, Governor Edmund G. Brown, Jr., just signed on April 2011 into law an ambitious 33 percent goal by 2020. During the signing Governor Brown noted that "This bill will bring many important benefits to California, including stimulating investment in green technologies in the state, creating tens of thousands of new jobs, improving local air quality, promoting energy independence, and reducing greenhouse gas emissions." 

Speaker Bio: Shu- Fen Chiang, Cleantech Law Partners 
Shu-Fen Chiang did her undergraduate study at SOOCHOW University. She was formerly an in-house counsel for several high-tech companies (Nan-Shan Life Insurance Co., Muse Information Technology Company, Hoshin GigaMedia Center Inc., Faraday Technology Corporation) in Taiwan before returning to law school to study Environmental law.
She graduated from the Environmental Law LL.M. program at Lewis and Clark Law School in 2009. Afterwards, she was a Teaching Fellow in Energy and Environmental Law and worked for Professor Lin Harmon. In her LLM program, she focused her studies on the stimulation of the green power market and increasing renewable energy's share of the electricity market. Currently, she has joined Cleantech Law Partners, as an international industry liaison. Cleantech Law Partners (CLP) is the web's leading source for information and updates on the latest development in renewable energy law and cleantech policy. 

Talk Title: "Green Jobs in America" by Dr. William Kao

Talk Abstract: In this talk Dr. William Kao will cover Labor Market Information Division's definition of Green Economy, some recent clean technology trends, the top CT job sectors, Green Education, training and accreditation, a recent Clean Technology compensation survey, some local Silicon Valley Green companies, and five key steps towards building CT jobs for the future. 

Speaker Bio: Dr. William Kao received his BSEE, MSEE and PhD from the University of Illinois Urbana-Champaign. He has worked in the Semiconductor and Electronic Design Automation industries for 30 years holding senior and executive engineering management positions at Texas Instruments, Xerox Corporation, and Cadence Design Systems. 
Dr. Kao has authored more than 40 technical papers and holds seven software and IC patents. He was an Adjunct Professor at UCLA Electrical Engineering Department where he taught courses in computer aided circuit design. Dr. Kao is a Senior Member of IEEE, and was one of the founding members of IEEE-Circuits and Systems - Silicon Valley Chapter, where he was Chapter Chair in 2005 and 2006. 
Dr. Kao currently teaches Renewable Energy, Clean Technology and Business Sustainability courses at UC Santa Cruz Silicon Valley Extension, and at the Silicon Valley Technical Institute in San Jose. 
He is also on the Technical Advisory Board for Sigma Quest on the topics of Energy and Environment, and Quality Control, and is a consultant for several Clean Tech companies.
Dr. Kao was the founder and President of CARES (Chinese American Renewable Energy Society), now The Clean Technology Group of the Chinese Institute of Engineers (CIE) USA-SF, where he is also a Board Member. 
In 2010 Dr. Kao was a Clean Technology consultant for mainland China Government where he taught courses on "Low Carbon Economy" to Chinese government officials; for the Taiwan Ministry of Science and Technology where he was invited to give seminars on Clean Technology, Renewable Energy, and Energy Efficiency at major universities (academia), government research institutions and local industry; and for the Malaysian Government on Emerging Technologies for a new Knowledge Based Economy.
